This incident resulted in the temporary shutdown of the CTA tunnel and the Terminal 3 car park.

An additional two individuals are now in custody related to a theft at London's Heathrow Airport in which 21 people were injured by what is thought to be pepper spray, according to law enforcement.

A man, 24, was taken into custody in Lambeth for suspected robbery and assault and a woman, 23 was arrested for suspected conspiring to commit a robbery. Both individuals remain in custody, the force said.

These detentions follow an investigation into an assault at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Prior to the incident, a pair of female travelers had stolen from them their luggage upon exiting a parking garage elevator.

A toddler aged three was among the those hurt during the incident. Five people went to hospital for treatment and were later discharged.

Officers arrested a 31-year-old man on suspicion of robbery and assault near the location. He has since been released pending further inquiries as the investigation proceeds.

Police were called at approximately 08:10 GMT after reports came in regarding several people injured by a noxious substance thought to be pepper spray.

The assault - an event that authorities stated was isolated and not considered terrorism - caused delays to rail services and the partial closure of the Central Terminal Area tunnel and the Terminal 3 parking facility for a short time.
